Abstract

And according to the first president of the Republic of Indonesia Soekarno, there should be “match forming en match aanwending†(power building and using power) to gain battles in revolution. That is the main strategy of non government organizations in coping with the bureaucrat power that has no willingness to change the status of Cimahi to become autonomous local level administration.
