Abstract


Controlling constitues a significant management function in the process of designing yhe performance accountability in any organizations. In the context of government institutions, such as accountability represents the success or failure of a job perfoemance within a year, that should be reported to the stakeholders as an effort to realize good governance. Designing the organizational performance accountability takes a long and complicated process, started from composing the organization vision to evaluating the performance. Thus, an effectiuve control will be beneficial to the organization. This paper attempts at finiding a strategy to optimize the managerial control to the process of designing the performance accountability through a change of culture paradigm in order to achieve an accountable government.
