10 tahun kebijakan desentralisasi/otonomi daerah bersandarkan UU No 22 Tahun 1999 yang kemudian direvisi dengan UU No 32 Tahun 2004 telah banyak merubah gambaran pemerintah daerah di Indonesia baik positif maupun nrgatif.
