Abstract
This study aims to analyze the relationship between development administration governance, local human resource empowerment, and the sustainability of traditional food-based creative economies in rural areas. The study employs a Systematic Literature Review approach based on the PRISMA 2020 guidelines. The literature was searched through Google Scholar and Garuda, focusing on publications concerning development administration, community empowerment, rural creative economy, traditional food, MSME digitalization, and economic development. Articles were selected based on relevance, full-text availability, clarity of publication identity, and contribution to the research questions. The data were analyzed through data extraction and thematic synthesis. The findings are as follows. First, development administration functions as enabling governance through policy formulation, planning, cross-sector coordination, facilitation, institutional strengthening, monitoring, and evaluation. Second, local human resource empowerment requires more than technical training; it also involves production skills, innovation, entrepreneurship, business management, digital literacy, and entrepreneurial agency. Third, village economic institutions, cross-sector collaboration, digital marketing, and cultural preservation constitute mechanisms linking policy support to business sustainability. This study proposes a Governance–Capability–Cultural Digital Ecosystem Model that links development governance, local capabilities, economic institutions, digital market access, and cultural values to the sustainability of traditional food-based creative economies.
